    The Beginnings of Judicial Informatisation in Bosnia and Herzegovina

    Immediately prior to the introduction of information and communication technologies (ICT) in the judicial system, courts and prosecutor’s offices only had some 500 computers, most of which lacked licensed software. Case records were maintained manually, and obtaining any information required going through huge amounts of paper files.

    In 2004, the HJPC BiH initiated the process of transforming the way judicial institutions operated, something that had remained largely unchanged since the beginning of the 20th century, by adopting the Judicial Informatisation Strategy of Bosnia and Herzegovina. The motivation behind adopting this strategy was based on the understanding that without ICT, the judiciary would not be able to provide quality-based, modern services in line with the needs of society, which is why the HJPC BiH launched the judicial informatisation process by establishing the necessary infrastructure and introducing modern ICT solutions tailored to the needs of the judiciary.

    Throughout the informatisation process of the BiH judiciary, the HJPC BiH has always been guided by the ultimate goals of the process, namely:
    • the timely and more efficient delivery of quality services, and
    • increasing the transparency of the work of BiH courts and prosecutor’s offices.

    All innovations and activities within the judicial informatisation process have been realised with the intent of providing added benefits to the end users i.e., the citizens of Bosnia and Herzegovina.
